Arab Cycling Federation Strategy 2025–2028
Vision
Arab leadership in cycling to achieve competitive results in Asia and Africa, enhancing the global standing of the Arab athlete.
Mission
To develop a motivating and inclusive Arab environment for cycling based on excellence, partnership, and sustainability; empowering competencies, expanding the participation base, ensuring inclusive participation from all segments of society, and supporting environmental protection projects and quality-of-life improvement.
Axis 1: Strengthening Governance and Institutional Structure of the Federation
Objectives
Update the Federation’s Statutes.
Activate the Federation’s committees and select qualified and experienced members.
Adopt modern governance systems based on integrity, transparency, accountability, conflict-of-interest prevention, and institutional work.
Update administrative and organizational regulations for federation management, meeting organization, and document management.
Participate in programs of the International Cycling Union related to climate transition, equality, and sport development in developing countries.

Establish Ethics, Disciplinary, and Appeals Committees – 2025
Launch a unified governance guide for Arab national federations based on UCI Good Governance Principles – 2028
Launch the Arab Federation Annual Institutional Performance Index – 2026
Publish a transparent annual report on financial and technical performance – 2025
Develop and adopt a Code of Ethics and Values for all federation members, athletes, coaches, and referees – 2025
Allocate two seats on the Board of Directors for retired athletes (one male and one female) – 2028
Establish a program on governance and integrity principles – 2026 – Arab Cycling Center
Launch the “Future Leaders” program to qualify young leaders in national federations – 2026
Axis 2: Supporting National Federations and Capacity Building
Objectives
Launch awareness programs to promote cycling among youth and junior categories across Arab countries.
Support less developed federations through a dedicated fund for the advancement of Arab cycling, utilizing solidarity and development programs from the international and continental federations.
Encourage the establishment of clubs, training centers, and academies in member states.
Promote women’s participation through specialized training programs and women’s competitions.
Contribute to achieving the United Nations Sustainable Development Goals (e.g., cycling for all, good health and well-being, sustainable cities, climate action).
Support knowledge exchange among national federations and improve competition quality through networking and coordination among Arab federations.

Axis 3: Championships and Events
Objectives
Ensure the organization of Arab championships and events (Arab Cup, Arab E-Cycling Championship, Combined Arab Championships, Arab Track Championship) according to scheduled dates.
Develop marketing and media plans to increase audience engagement and attendance at Arab championships.
Increase the number of Arab championships and expand categories (youth, women, professionals, and athletes with disabilities).
Achieve advanced rankings in continental competitions.
Increase the number of internationally ranked Arab cyclists.

Adopt a unified Arab calendar for championships in coordination with CAC – ACC – UCI – 2026
Activate the Arab Cycling Center as an academy for referees and coaches in cooperation with Asian, African, and International federations – 2025

Axis 4: Digital Transformation and Innovation
Objectives
Integrate E-Cycling races into the federation’s official agenda and programs.
Organize Arab-level electronic championships targeting youth and diverse groups.
Provide training and technical development programs for referees, coaches, and organizational staff, and issue certificates from the Arab Federation through the Arab Cycling Center.

Launch the Arab Smart Cycling Platform for race management, training, and officiating – 2026
Develop E-Cycling championships in cooperation with the International Cycling Union – 2026

Strengthen media presence and social media coverage of federation activities and events.
Sign strategic partnerships to support and develop federation activities.

Develop the visual identity of the Arab Cycling Federation.
