Arab Cycling Federation Strategy 2025–2028

Vision

Arab leadership in cycling to achieve competitive results in Asia and Africa, enhancing the global standing of the Arab athlete.

Mission

To develop a motivating and inclusive Arab environment for cycling based on excellence, partnership, and sustainability; empowering competencies, expanding the participation base, ensuring inclusive participation from all segments of society, and supporting environmental protection projects and quality-of-life improvement.


Axis 1: Strengthening Governance and Institutional Structure of the Federation

Objectives

  • Update the Federation’s Statutes.

  • Activate the Federation’s committees and select qualified and experienced members.

  • Adopt modern governance systems based on integrity, transparency, accountability, conflict-of-interest prevention, and institutional work.

  • Update administrative and organizational regulations for federation management, meeting organization, and document management.

  • Participate in programs of the International Cycling Union related to climate transition, equality, and sport development in developing countries.

Initiatives and Programs

  • Establish Ethics, Disciplinary, and Appeals Committees – 2025

  • Launch a unified governance guide for Arab national federations based on UCI Good Governance Principles2028

  • Launch the Arab Federation Annual Institutional Performance Index – 2026

  • Publish a transparent annual report on financial and technical performance – 2025

  • Develop and adopt a Code of Ethics and Values for all federation members, athletes, coaches, and referees – 2025

  • Allocate two seats on the Board of Directors for retired athletes (one male and one female) – 2028

  • Establish a program on governance and integrity principles – 2026 – Arab Cycling Center

  • Launch the “Future Leaders” program to qualify young leaders in national federations – 2026


Axis 2: Supporting National Federations and Capacity Building

Objectives

  • Launch awareness programs to promote cycling among youth and junior categories across Arab countries.

  • Support less developed federations through a dedicated fund for the advancement of Arab cycling, utilizing solidarity and development programs from the international and continental federations.

  • Encourage the establishment of clubs, training centers, and academies in member states.

  • Promote women’s participation through specialized training programs and women’s competitions.

  • Contribute to achieving the United Nations Sustainable Development Goals (e.g., cycling for all, good health and well-being, sustainable cities, climate action).

  • Support knowledge exchange among national federations and improve competition quality through networking and coordination among Arab federations.

  • Technical and advisory support program for member countries to develop velodromes and cycling tracks – 2026

  • “My Bike in My School” program in partnership with Ministries of Education in Arab countries – 2026

  • “Women on Bikes” initiative to empower women and girls in cycling – 2026

  • Establish an Arab Youth Advisory Council for Cycling – 2028

  • “Institutional Twinning Program” between advanced and emerging federations – 2026

  • Launch an electronic knowledge-exchange platform among member countries – 2025


Axis 3: Championships and Events

Objectives

  • Ensure the organization of Arab championships and events (Arab Cup, Arab E-Cycling Championship, Combined Arab Championships, Arab Track Championship) according to scheduled dates.

  • Develop marketing and media plans to increase audience engagement and attendance at Arab championships.

  • Increase the number of Arab championships and expand categories (youth, women, professionals, and athletes with disabilities).

  • Achieve advanced rankings in continental competitions.

  • Increase the number of internationally ranked Arab cyclists.

Programs and Initiatives

  • Adopt a unified Arab calendar for championships in coordination with CAC – ACC – UCI2026

  • Activate the Arab Cycling Center as an academy for referees and coaches in cooperation with Asian, African, and International federations – 2025

  • Support Arab countries in hosting Asian, international, and African qualifying championships – 2025

  • “Arab Cycling Day” – an annual community and sports event – 30 October – 2025

  • “School and University Championships Program” in cooperation with Ministries of Education – 2027


Axis 4: Digital Transformation and Innovation

Objectives

  • Integrate E-Cycling races into the federation’s official agenda and programs.

  • Organize Arab-level electronic championships targeting youth and diverse groups.

  • Provide training and technical development programs for referees, coaches, and organizational staff, and issue certificates from the Arab Federation through the Arab Cycling Center.

Programs and Initiatives

  • Launch the Arab Smart Cycling Platform for race management, training, and officiating – 2026

  • Develop E-Cycling championships in cooperation with the International Cycling Union – 2026

  • Activate the federation’s website and social media platforms for engagement with audiences and practitioners – 2025

  • Implement a unified digital marketing plan including social media, a professional website, and official bulletins – 2025

  • Establish partnerships with technology companies to develop digital content – 2026


Axis 5: Marketing, Media, and Financial Sustainability

Objectives

  • Strengthen media presence and social media coverage of federation activities and events.

  • Sign strategic partnerships to support and develop federation activities.

  • Generate innovative revenue streams to finance federation programs and events.

  • Develop the visual identity of the Arab Cycling Federation.

Programs and Initiatives

  • Launch an online store for federation merchandise – 2027

  • “Arab Cycling Federation Ambassadors” program featuring champions and influencers – 2026

  • Produce an annual Arab cycling documentary and report – 2026

  • Launch an Arab live-streaming platform for all championships (via YouTube or a dedicated app) – 2028

  • Arab media awards program for the best journalistic or television coverage of cycling events – 2026


Axis 6: International Cooperation

Objectives

  • Strengthen international partnerships in cycling.

  • Exchange expertise between Arab entities and Asian, African, and international organizations in areas that support Arab cycling.

  • Ensure effective participation of Arab professionals in international programs and events.

Initiatives and Programs

  • Develop programs of the Arab Cycling Center in partnership with UCI and continental federations – 2026

  • Participate in UCI campaigns promoting global values such as integrity, anti-doping, and equality – 2026

  • Launch the Arab International Cycling Forum, held annually with participation from global federations – 2028

  • Exchange training camps in coordination with international federations – 2027

  • Establish partnerships with international universities for cycling research – 2027
